The 2023 Science, Technology and Innovation (STI) Joint Call for Proposals: “Circular Economy” & “Clean, Accessible and Secure Energy Supply” (8th Call)
The Southeast Asia – Europe Joint Funding Scheme (JFS), a joint funding instrument that aims to fund and support the research and innovation collaboration between Southeast Asia and Europe, launched the 8th STI Joint Call for Proposals in the two thematic areas of “Circular Economy” & “Clean, Accessible and Secure Energy Supply”.
The funding is provided by local funding agencies or ministries at the national, regional, or local level from the two regions. The funding agencies for this joint call in Thailand are the National Research Council of Thailand (NRCT) and the Program Management Unit for Human Resources & Institutional Development, Research and Innovation (PMU-B).

Funding Modalities:
- NRCT: Up to 1,500,000 THB/per year/per project for a project with a maximum of three years
- PMU-B: 5,000,000 THB per project for a project with a maximum of three years
Duration:
- a maximum of three years (36 months)
Thematic Areas (for Thai Researcher):
- NRCT supports projects in the thematic area of “Circular Economy”
- PMU-B supports projects in the thematic area of “Circular Economy” and “Clean, Accessible and Secure Energy Supply”
Eligibility:
- Main Eligibility
- A project consortium must comprise of at least 3 partners from 3 different countries fulfilling the 2+1 rule: Either 2 partners from 2 different Southeast Asian countries and 1 European partner or 2 partners from 2 different European countries and 1 Southeast Asian partner.
- At least 1 partner from each region must be eligible for JFS funding.
- Further, the coordinator must be selected from among the partners eligible for funding. The required third partner can be funded by a funding organisation from a country participating in the JFS or bring their own funding.
- Eligibility for Thai applicants
- For projects that need to apply for funding from NRCT:
The applicants must have obtained Thai nationality who work in research institute or university, only legal entities established in Thailand, and are competent in conducting research with international partners.
- For projects that need to apply for funding from PMU-B:
Research proposals may be submitted by researchers from:
- Public research institutions
- Higher education institutions in the territory of the Kingdom of Thailand.
Submission:
- For projects that need to apply for funding from NRCT:
- Proposals are to be submitted through the dedicated online tool (PT-OUTLINE). Link to the PT-Outline application tool: https://ptoutline.eu
- After the project gets selected from this Joint Research Projects, Thai principal investigators must submit the proposal format via the NRIIS in accordance with NRCT regulation.
- For projects that need to apply for funding from PMU-B:
- Thai principal investigators must also submit a signed version of the proposal format in accordance with PMU-B regulation and related documents as required in NRIIS system (https://nriis.go.th/).
- Thai applicants are advised to check with the Thai National Contact Point concerning eligibility before submitting a complete application.
