Southeast Asia – Europe Joint Funding Scheme (JFS): The 2024 Joint Call for Science, Technology and Innovation Proposals (9th Call)
in the Overall Area of Climate Change Adaptation and Local Resilience
The JFS is a joint funding instrument that aims to fund and support the research and innovation collaborative between Southeast Asia and Europe. The funding is provided by local funding agencies or ministries at the national, regional, or local level from the two regions which the funding agency for this joint call in Thailand is the National Research Council of Thailand (NRCT).

Funding Modalities (for Thai Researcher):
NRCT can support a maximum of 2 applications. The total budget for the Thai researcher over a full 3-year period is up to 4,500,000 THB per project.

Research Areas:
Climate Change Adaptation & Local Resilience
- Topic 1: Waste water treatment and reuse (industrial & municipal)
- Topic 2: Underwater and above-water biomass farms working with renewable energy
- Topic 3: Assessment and remediation of contaminated inorganic and organic soils
Note: NRCT participates in the Topic 1: “Waste water treatment and reuse (industrial & municipal)”.
Eligibility:
- Southeast Asia – Europe Joint Call Project consortia must comprise of at least 3 partners from 3 different countries fulfilling the 2+1 rule:
- Either 2 partners from 2 different Southeast Asian countries and 1 European partner
OR - 2 partners from 2 different European countries and 1 Southeast Asian partner.
- Either 2 partners from 2 different Southeast Asian countries and 1 European partner
- At least 1 partner from each region must be eligible for JFS funding.
- Proposals may be submitted by Public Research and Technology Development entities, Higher Education Institutions, Non-University Research Establishments, and Companies. Eligibility criteria can be found in the respective National Funding Regulations.
- Thai Funding Regulations from NRCT:
- The applicants must be researchers and/or university professors/instructors who work in research institute or university, only legal entities established in Thailand, and are competent in conducting research with international partners.
- Thai Funding Regulations from NRCT:
- The Project Coordinator (PC) must be selected from among the partners eligible for JFS funding.
- Institutions which cannot be funded by a participating JFS funder might be included in a project consortium if they can provide their own funding / costs and if the consortium still meets the above-described criteria.
Application Process:
Proposals for JFS projects have to be submitted online in the PT-Outline Web Tool, which is accessible through https://ptoutline.eu/app/jfs24sti. Each project consortium has to choose a Project Coordinator (PC) among the respective partners who are eligible for JFS funding (partners participating on their own funding cannot be coordinators).
Submission in addition to PT Outline submission:
- Each proponent that requests funding from a JFS funder must carefully read the respective National Regulations and contact the National Focal Point for an informal eligibility pre-check before submission.
- Before submission, it is advisable that each partner also reads the National Regulations of the other partners in the consortium, to understand and fit-in to the criteria specified in the partners’ National Regulations.
- After the project get selected from this Joint Research Projects, Thai principal investigators must submit the proposal format via NRIIS system in accordance with NRCT regulation
